Hello owners and residents
It has been a little while since our last newsletter, so there are a few things for us to update the community on.
It is already clear what an amazing job the Aspire Facility Services team and Ollie have done around the complex. It looks incredible compared to where we were a few short weeks ago and we are excited to continue to see the improvements.
As we head into the Festive season, hopefully everyone is starting to wind down and think about some well-deserved time off. The committee is not quite ready to slow down just yet, as there are still several big things to get finalised before the holidays. Keep reading to learn more! There are some exciting things in the pipeline that should simplify and streamline how the Body Corporate operates.
Finally, you might notice some new ways to communicate with us, Aspire Facility Services and our new Body Corporate Managers. Committee update

Elaine Loots
Elaine Loots has decided to resign as Chair and step down from the committee. We thank Elaine for her valuable work as Chair and in several other committee roles over the years. We wish Elaine all the best with her future endeavours.
Ziggy Pawlikowski
Ziggy Pawlikowski has resigned as a committee member. Ziggy has been a valued member of the committee and we thank him for his service and wish him all the best.

Change of Body Corporate Manager

Our relationship with Hartley's Body Corporate Management will end on 1 December 2025. This is a mutually beneficial outcome but the timeframe does make the transition more complicated. We ran a Request for Proposal (RFP) process and despite compressed timeframes, we received multiple tenders.
The committee conducted a comparison and reviewed the tenders received. Based on that information and conscious of several factors, a majority decision was made by the committee to appoint BC Systems. BC Systems have more than 30 years experience in body corporate services – read more here.
While the committee needed to make a timely decision to allow for the decision to occur (and we are happy to provide more information on this), the legislation still requires that decision to be ratified at the Annual General Meeting. One of the complicating factors is scheduling an AGM during the festive season! BC Systems have advised the best course of action is to hold the AGM in January 2026. As soon as the AGM date is confirmed, the official notice will be distributed to owners and one of the motions will be to appoint BC Systems officially. This change is a postive outcome for our community and allows us to move forward with a Body Corproate Manager more able to meets our needs and requirements.

A quick aside:
If there are any matters that owners would like to be considered for adding to the AGM, please send them to secretary@northmarque.net with the subject 'Possible AGM motion'. You can also reach out if you need more information about what might matters need to be considered at General Meetings (AGMs).

We are still transitioning to BC Systems and so there will be more information to share in the near future, but to address some owner questions we have received:
1. Did I miss the notice for the levies that usually comes in December?
No, you haven't. Because of the change in Body Corporate manager, the notice hasn't been sent yet. We are investigating whether we can issue an interim notice or if we can at least advise owners of the estimated amount.

2. Is there any issue with the AGM being delayed till January?
While it is not ideal, given the unusual situation, it is understandable. There are requirements about when AGMs are to be held, but the advice we have received is that considering the circumstances over the last few months, the time of year, and the fact that we will hold an AGM as soon as practical, it is unlikely to be a problem.
For the curious, the BCCM Act says an AGM should be held within 3 months of the end of the Scheme's Financial Year. The intent is to make sure schemes hold an AGM, not really to enforce a strict timeframe that may be unachievable or onerous in certain circumstances.
